Ok there are two extremes on this subject
One on side you have secular governments who at worst will kill you or at the very least punish you for being homosexual and committing sodomy. (ex. Saudi Arabia, African nations)
On the other side you have government fully endorsing homosexuality, not only accepting it but making it an added offense to hurt someone because they were gay in the similar manner as racially motivated crimes.
What I want to know is where is the perfect ideal for Catholic beliefs on this matter? Here is the statement of the Catechism.
I’m completely at a loss on this issue so please comment with your thoughts.

…Basing itself on Sacred Scripture, which presents homosexual acts as acts of grave depravity, Tradition has always declared that “homosexual acts are intrinsically disordered”. They are contrary to the natural law. They close the sexual act to the gift of life. They do not proceed from a genuine affective and sexual complementarity. Under no circumstances can they be approved.

The number of men and women who have deep seated homosexual tendencies is not negligible. They do not choose their homosexual condition; for most of them it is a trial. They must be accepted with respect, compassion, and sensitivity. Every sign of unjust discrimination in their regard should be avoided. These persons are called to fufil God’s will in their lives and if they are Christians, to unite to the sacrifice of the Lord’s Cross the difficulties they may encounter from their condition.

The bold part I felt was important to make note in this discussion. I’m guessing that the perfect place a Faithful Catholic would want their government to be does not include punishing people with prison, fines, or death for committing the sin of sodomy.Homosexual persons are called to chastity. By the virtues of self-mastery that teach them inner freedom, at times by the support of disinterested friendship, by prayer and sacramental grace, they can and should gradually and resolutely approach Christian perfection.
