Yes. All that is required is that there be two witnesses. The gender of the witnesses is not specified.

Why not call the “best lady” something like “attendant of honor” or “lady of honor”?

For decades in the area where I grew up the traditional witnesses were the fathers of the bride and groom (or a male relative if the dad was deceased) and they were simply known as “the witnesses”.
