The rot starts at the very top with two Canadian cardinals who knew, but failed to protect our youth from this monster. Second link is about the report, first link is reaction to it.

Cardinal Ouellette was rector of this priest’s seminary. They were aware he had a problem while in seminary. Shocking!

No wonder Vigano got no support from the Canadian hierarchy.

There were complaints from several families about this guy’s behavior as a catechist even before he was a seminarian. Then more complaints as a seminarian. I think an explanation is due for why he was ordained. I can only guess that he was welcomed as one of them. Disturbing.

There’s a real lack of vocations in Québec. So it could have been a notion that “any vocation is better than no vocation”.

But personally, I think there’s more to it than that.
