Were the faithful present when the Government stated that there should not be public gatherings? If so of course the priest was fined.

As an aide- the article states that this is the area of Italy hardest hit by the virus.
 
The article said that all of those attending wore gloves and masks and observed the required social distancing .

Is the Government there allowing Church services to resume. If not why were they holding a liturgy?

If you had read the article by the OP you would see that the Church was complying with the local application of lockdown with their social distancing etc. Perhaps the
disrespectful interruption of Mass had more to do with the fact that Govt is left leaning. Lets hope for all of us wherever we 're living that it will soon be safe again.
