I read the Holy Father’s decree, sounds reasonable. I am not one who attends EF mass, so I am interested in the table on it from those who do.

Does this mean that groups like the FSSP will now report directly to the Congregation for Institutes of Consecrate Life and Societies of Apostolic Life?

Whether they report to the Congregation for Institutes of Consecrated Life or they report to the CDF nothing much appears to have changed.

To me it seems recognition of the permanence of the Extraordinary Form in the Church, and the various Orders and communities approved by the Church, involved in this.

Previously there had been a hint that these Church sponsored Masses and communities were provisional in nature, a temporary adaptation necessitated by the needs of older people unable to adjust. No, this is a stable, ongoing part of the Church.
