Suppose you’re taking a test, and you catch somebody cheating. Now, I don’t think anybody here will say that politely asking him to discontinue his act is wrong; but is it the duty of a Christian to turn said cheater in?

I don’t believe so (unless its an action that will harm someone else) - but I think there is a duty to discuss it with the cheating party as you suggested.

I think the issue is more complicated as the wrong increases in intensity - for example, if we witness a crime it is our civic duty to report it (thus our moral and christian duty as we are supposed to abide by civil laws which are not contrary to our faith).

Well, if the class is graded on a curve, it affects everyone else. Something to consider.
 
At my university, the Code of Academic Intergity declares that me must turn someone in if we see them cheating or we are guilty of an offense. I don’t think they enforce it unless it is a long-term thing that you knew about.
