Can a Baptized Catholic who received their First Communion but not their Confirmation and belongs to an Evangelical church serve as a Christian Witness at a Catholic Baptism?
 
No.

They are not a Christian witness. They are a Catholic, albeit lapsed. And therefore, must meet the canon law criteria to be a godparent. They do not.
