You make a good point.
The principles you posted apply to the whole Church universally.
I know it came from the Canadian Conference, but what they say still applies everywhere.
It’s up to the diocesan bishop to make such accommodations for his diocese, and this is “supposed” to be done when he publishes the annual calendar.
