I do not understand the culture enough to judge, but it does strike me as similar to what Communist China is doing. Appoint non-Catholics to head a Catholic school makes no sense, unless there is a deliberate decision to use school as anti-religious indoctrination.

It could be jobs for the boys or wanting to thwart a rival power base, It’s hard to know. It seems sensible that the Catholics should elect their own principles and other staff with a minimum of government interference, assuming there are no obvious problems with existing schools.
 
I think that the governments position is that because the Catholic schools are funded by the government then the position of director of the school should be merit based without reference to what religion the director is.
 
I think as part of the judgement on merit for the position at a Catholic school it should naturally include a commitment to Catholicism otherwise it is simply a government school using tax payers funds to create a school system based on other ideologies.
 
The bishop said that they are willing to negotiate with the government and this is not a done deal.
