Church's Positon on Trapped Souls/Spirits

What is the Church’s position on what most people call ghosts? I prefer to call them souls who have not passed over. Are we allowed to believe they exist? Are we allowed to interfere, such as encourage them to pass over or are they in purgatory?

I ask this for a personal reason.
 
I kind of thought it might be purgatory to be trapped and unable to cross over. In which case, it would be interference with God’s judgment to encourage the person to cross over? The person I am referring to died suddenly at a relatively young age and is attached to his house and very upset at his children who are taking his possessions to the dump. He was kind of a hoarder and what they see as junk are his possessions, poor though they may be.

He is very angry. I’m not sure how this is helping him spiritually but I’m not God so I suppose I can’t know.

Is it okay to pray that the person come to an understanding about their situation, that they are dead now and can’t come back. He wants to come back.
