Are Married Eastern Catholic clergy, Priests or Deacons, under any rules that restrict when they enjoy the marital bed? Either due to time proximity to the DL or due for penitential reasons like during Great Lent? Thanks!!

I have so little knowledge on this subject, that I likely should say nothing, however, I heard a man say on TV once, that the married clergy are not to have relations before saying Mass that day.
 
There are no hard and fast rules. I do not believe you will find this in the Code of Canons of the Oriental Churches or in any of the Eastern Churchs’ particular law.

Tradition though is that a priest absstains from the sexual act the night before he is to celebrate the Divine Liturgy. Hence the reason why daily Divine Liturgy was not a practice of the Eastern Churches except for in Monasteries.
