It is true that Communion is done before Confirmation. Is this how it has been historically as well?

Generally that is how it is done in the Latin Church. But it was not always this way. The Eastern Churches have maintained the ancient practice of Confirmation following Baptism.

Catholic Berean - The proper order of the Sacraments is Baptism, Confirmation, Eucharist. You will note that this is the order in which adults receive them at the Easter Vigil. Until about 100 years ago this was also true for children - Note that Saint Maria Goretti, whose feast is today, received her 1st Communion at age 12.
Pope Saint Pius X ordered that children receive 1st Communion at the age of reason, about 7, which comes before Confirmation in many countries. Note that in Mexico many children receive Confirmation at 3 or 4. This led to a general practice of giving 1st Communion when someone entered the Church and delaying Confirmation until the bishop came.
In the revisions after Vatican II the original order - Baptism, Confirmation, Eucharist - was restored except that unconfirmed children may receive at the age of reason. The power to confirm was delegated to priests who receive anyone into the Church. If a child does not receive at that age, they must be confirmed before they receive. thus we frequently confirm 8 or 9 year old children at the Easter Vigil; they may be either converts or uncatechized Catholics.
Note also the emergency Baptisms of critically ill babies must now be accompanied by immediate Confirmation by the baptizing priest.
