Can an extraordinary minister refuse the blood of Christ to a parishioner who wishes inticture?

Yes, according to my former pastor, whom I asked about this exact thing.
He said, just place your hand over the cup and inform the person to receive the Host then they can receive from the cup.
He said as EMOCH’s we’re to protect the Precious Blood from improper reception.
Also, a person sticking their hand down into the cup is unclean for the others who receive.

The minister of communion can and should refuse. If intinction is used then the priest or, I believe, deacon should perform the intinction for the communicate. It is forbidden to do this yourself.

Not only can they, they are required to do so. Self-intinction is not allowed.

An EMHC is under the orders of the celebrating priest. That would be the priest’s decision, not the minister’s. In my experience, communion by intinction is seen only on special occasions, such as a first communion – and in any case, as others have pointed out, the intinction is performed by the priest, not by the communicant.

Only a priest is allowed to give Holy Communion by intinction. I have asked two deacons and they said they are not allowed. If deacons are not allowed then EMHC are not allowed. A deacon may hold the chalice but the priest intincts the Body of Christ and places in the mouth of the person receiving saying “The Body and Blood of Christ” never ever in the recipients hand.
When I am asked by converts being received into the Catholic Church, I always explain all ways of receiving Holy Communion. Either Body or Blood of Christ, both, receiving by intinction or on a spoon as is common in the Eastern Church. How to hold your hands and how to hold the chalice. It takes about 10 minutes but 10 minutes well worth spending on how to receive Christ.
