It’s not so much “recognizing” a baptism as trusting the Holy Spirit to make up what was lacking in the previous baptism… namely- grace! That’s only if the proper form was followed, and the catechumen may still be baptized. There are no sacraments outside the Church.We honour our own baptisms. If a Bishop feels certain prerequisites are met he can grant economia to recognise a baptism, but he is under no obligation to do so.
