Can you take communion if you are married civilly, and both husband and wife are both catholic.
 
Assuming that a dispensation from form was granted by the local bishop for two Catholics to marry outside of the Church, yes. Such dispensations are usually granted when a Catholic marries a non-Catholic; not usually when two Catholics marry each other. The couple should speak with their pastor to see if their marriage needs to be blessed in the Church. I recommend not receiving Communion until that is determined.
