Recently, at a parish council meeting, I raised the issue with our pastor (again) about getting a Latin Mass at our parish. His position is, basically: if we can find a priest to come over and do it, he won’t stop us, but he was in the seminary after Vatican II, was not trained in the TLM, and prefers the NO Mass anyway. To give him credit, though, he did announce the Motu Proprio to the Parish when it was issued.

Another comment he made was that one cannot “concelebrate” a Latin Mass with another priest - basically, the priest who is the main celebrant does it all. Is this true? (though, I suppose finding two diocesan priests able/willing to celebrate a TLM in one place would be an accomplishment in itself…)

Yes, there is no provision for sacramental concelebration in the Traditional liturgical books except for the Mass of ordination to the Priesthood and consecration to the Episcopate. The ceremonies for this, though, are different from the concelebration ceremonies of the NO

If your parish is going to have a High Mass and does not have two deacons, the deacon and subdeacon roles in the High Mass may be done by priests.

In the Extraordinary Form of the Roman Rite concelebration is not allowed. Priests however may fill the role of Deacon and or Sub Deacon in which they are not concelebrating.
