Is there an age requirement to make a confession? Or is it based on when you feel ready, and mature enough?

Code of Canon Law:
Can. 97 §2. A minor before the completion of the seventh year is called an infant and is considered not responsible for oneself (non sui compos). With the completion of the seventh year, however, a minor is presumed to have the use of reason.
Can. 914 It is primarily the duty of parents and those who take the place of parents, as well as the duty of pastors, to take care that children who have reached the use of reason are prepared properly and, after they have made sacramental confession, are refreshed with this divine food as soon as possible.
Can. 989 After having reached the age of discretion, each member of the faithful is obliged to confess faithfully his or her grave sins at least once a year.
Once children have turned 7 years of age they should be prepared to make their first confession. Obviously some children might develop differently and not be ready to make first confession and Eucharist at age 7, for them the sacraments can be delayed until they are truly able to know right from wrong and recognize that the Eucharist is not ordinary bread.
