Confession by phone or internet?

Is there any requirement that the penitent must be directly before the Priest to recieve absolution?

Are there any rubrics that allow a priest to perform the Sacrament of Reconciliation over the phone or internet in extraordinary or non- extraordinary circumstance?
 
Dear j,

Sorry, but not even in an emrgency is the Sacrement of Penence allowed by phone or internet. For validity it must be an on sight, person-to-person exchange.
