My friend and I are discussing the Biblical roots of confession, and she wants to know why, if Jesus instituted the Sacrament in John 20:23, are there no instances of the Apostles administering it in the Bible?

Confessions are tradition even in the old testament. In Leviticus 5 and Numbers 5. Read those verses and you will find that our confession today is better than before.
