Yes, when one becomes a catholic there is a First Confession where all Mortal sins must be confessed. Venial sins do not have to be confessed but it can be good to do so from time to time.Does one have to confess sins both venial and mortal that they committed before Catholic?

Right, unless they had never been baptized, in which case they don’t have to go to confession before baptism (they can’t), which washes away all of their sins (and all temporal punishment for their sins, too).Yes, when one becomes a catholic there is a First Confession where all Mortal sins must be confessed. It’s interesting, though, that St. Francis de Sales recommended giving a “general Confession” of all sins the penitant has ever commited; not because those sins were not already forgiven through previous Confessions/Baptism, but as a way of acknowledging one’s dependence on Grace. Of course, he also stated that this “is not always absolutely necessary”. (Introduction to the Devout Life).
