The last two times I have gone to confession, the priest never asks me to say the Act of Contrition. After he gives counsel, he then goes on to tell me what my penance is and then forgives me of my sin. But with no act of contrition being said in the confessional, is the confession a valid one?

It is valid . Your presence at the Sacrament of Reconciliation is itself an act of contrition .
