Yes, this is pretty much what Bishop Williamson believes. It’s absurd.

There are some in the SSPX that believe this stuff too but in the “Resistance” it’s especially commonplace.
 
If they are part of the resistance to the SSPX then they do not have the faculties to hear confessions under the normal circumstances.
