The formula for confession developed, but the basis for it seems to me to be where Jesus gave His apostles the authority to forgive and to retain sins.

From Gen 3…11 And he said, “Who told you that you were naked? Have you eaten from the tree that I commanded you not to eat from?”
12 The man said, “The woman you put here with me—she gave me some fruit from the tree, and I ate it.”
13 Then the LORD God said to the woman, “What is this you have done?”
The woman said, “The serpent deceived me, and I ate.”
God already knew both had sinned…but observe that God asks the questions in v11 and 13…He is asking them to admit to what they had done.
And look at their response…v12 and v13…both did not admit their disobedience, and tried to rationalize…trying to deflect the blame.

All of the ancient Christian churches practice confession to a priest. It comes from Sacred Tradition but can also be found in the scriptures at the end of John’s Gospel.

Well, that… and the fact that Jesus never gave the Apostles the charism of ESP. Also, in Matthew’s Gospel, during the healing of the paralytic (the guy who was lowered down through the roof), at the end of the scene, you’ll notice that the people praised God for giving the authority to forgive sins to **men **(instead of “man” as one would think).
