Perhaps, as long as parents continue to send children to catechism classes. The challenge is how many will actually do this? And who is going to enforce this? What can be done?
Some parents assume children are receiving adequate religious education at independent Catholic schools. This tends to be more true for communities that have both a school and a church in comparison to school only.
Children who are sheltered by parents assume they know every thing about Catholicism after graduating grade 12.
I disagree all three sacraments can be celebrated in one ceremony. This is a way to discourage the few parents from wanting to get religious education over with - the sooner the better. And if the main reason for lowering the age so parishes can keep youths from becoming disinterested then there are more serious problems.
