It depends. Rome has a Cardinal-Vicar General. It used to be Cardinal Ruini, but, he’s retired so there is a new one. I would say that perhaps the Holy Father will handle some of them and then let his Vicar General and auxiliariy bishops handle the rest.

It’s kind of like in a large diocese or archdiocese here in the United States. Take San Antonio, for instance. Archbishop Gomez will handle some of the confirmations and his two auxiliaries will take care of the rest, especially if they have to travel to many counties. I would imagine that Cardinal Di Nardo does the same thing in Houston.

During the Easter Vigil, the Holy Father confirms the newly baptized and those who will be received into full communion with the Church.

Technically he should preside over the confirmations. But in reality he doesn’t. The Diocese of Rome counts with 3-4 auxiliary/vicar bishops who actually focus their full time and attention to the Roman Diocese.

I don’t think it is any different for the rest of us. Sometimes an auxiliary bishop presides over confirmation ceremonies (such was my case when I made my confirmation).

Yes, he does and he even has the two retired Bishops (one auxillary, one archbishop) in the rotation.

Of course, we also should factor in the prefects of the various curial departments who are also assigned titular churches. I may have read somewhere that when the former Cardinal Ratzinger had a titular church in Rome he administered the Sacrament of Confirmation there, as well. He did note in his autobiography (or in an interview) that, as prefect, he always made himself available to anyone who needed a bishop to administer confirmation. Thus, Cardinals Arinze, Leveda and the others could very well assist in administering Confirmation if needed.

No! When I was confirmed the Pope was not there. I do not remember the Bishop because it was too long ago.
