Hey guys,
I would like to know the correct form for the Sacrament of Confirmation. In particular is it acceptable for the Celebrant, after making the sign of the cross with the Holy oil to then smear the oil all around the face? I have seen this practice and would like to know if this is in accord with the Rubrics.

In my opinion that is not a good thing to do. You take a chance of getting it into someone’s eye, which can cause a major problem. Some ministers of Confirmation will pour a bit on to the top of the head and then rub it in. But not enough that it runs down the sides or face. The Form of the Sacrament are the words, be sealed with the Holy Spirit. The Matter is the laying on of hands, not the anointing with Sacred Chrism, if I remember correctly.
 
From the Rite of Confirmation:
“27. The bishop dips his right thumb in the chrism and makes the sign of the cross of the forehead of the one to be confirmed, as he says:
N., be sealed with the Gift of the Holy Spirit.”
(The Rites Volume One, Liturgical Press, 1990, ISBN: 0-8146-6015-0, pages 490-491).

Nothing about extra oil on other parts of the face.
