again, you’re making an argument from silence. the Bible doesn’t say when the angels were created, so we can’t say with Biblical certainty whether He was talking to angels or not.
the church teaches that the angels exist outside of earth time - that’s why their rebellion against God is permanent - they aren’t ‘in time’ to be able to repent of their decision.
i realize that you, sei, don’t accept the authority of the church (this is clear from your other posts), but just on Biblical basis alone, no argument against angels being present can be made. in fact, i think there are references elsewhere that at least lend support to the idea of angels being existent before the creation of the world. i’ll look for it.
