The first question has been addressed elseware and there are two interpretations going around depending upon what one thinks is the proper response to the use of a decantur or crafe for the wine at mass prior and post consecration.

The second question practicially speaking was to cut the wine so it was not so strong however it took on an aspect of symbolizing the unity of the human and divine nature in the one person of Christ.

The third point is related to the first. If a decantur is used then no if not then yes.
