When the precious blood is being offered to all the congregation during communion, Should the water be added to the wine before the Priest pours the wine into his chalice?

The wine is brought up in a carafe, and my pastor adds the water to the carafe and then divides it amongst the chalices, including his.
 
The water is added to the wine before the consecration. If a flaggon is used to hold the wine being brought up (perfectly acceptable under RS’s instructions) the drop of water is added to the flaggon and then the wine is poured into the chalice(s).

This is correct as long as the wine is poured from the flaggon into the individual chalices BEFORE the consecration.
