You might start with your own Bishop. You should be able to look up the contact info on the internet. At least, my Archdiocese has a web site. You should be able to find someone to contact that way. At least, it would be a start.
BUT, I would add from my experience of the Archdiocese of Portland that e-mail can be swept under the rug and ignored. If you really are serious, consider sending certified mail. I am contacting my local tribunal about some Canon law that indicates I need to get permission to stay separated from my estranged spouse; and even on the archdiocese page about the tribunal, the director points out that they do not answer e-mail because of
confidentiality concerns.
In reality, I think there are issues with infighting among the clergy; and since the church has to suffer so many false accusations, also a tendency to ignore the real accusations. As no explicit mention has been made of the doctrines and particular quotes that the priest is using, I can’t evaluate the doctrinal issues mentioned. But I would say that Pope Benedict Obviously is paying attention to “pastoral” solution issues; and that even if your archdiocese is blocking your efforts (as has mine in the past) there is hope that if one documents their actions without exaggeration, and the
specifics, that somehow the truth will be discovered and measures taken to combat the issue in the future;
Benedict issued a moto-proprio modifying Canon law to stem the tide of colluding priests who used “pastoral” solutions inappropriately. I wish to extend my solidarity to all those who have suffered similar issues; I know that many truthful people aren’t believed – but God knows and there will be a day of reckoning. Try to allow the priest a way to escape a direct accusation; for it is always best (though not always achievable) that everyone is reconciled to Christ.
I found that the restrictive orders that Leveda gave a pedophile priest who was assigned to my parish some years ago (in N. Portland, the parish was called “Assumption” and was closed and reopened under a new name when the priest, Joe Baccelieri (SP?), was removed…!) basically was the very thing which empowered other ill minded factions to gain power where it ought never to have been allowed. eg: I was required to attend a “class” on the meaning of baptism – which was nothing more than a leader telling us it was “a party for the parents” and had no effects on the child; also that a saint Augustine’s teaching on the exorcism no longer applies!

But, there was no remedy for this at the local level; and my attempts to deal with it at the higher levels were ignored. I simply had to suffer through all of the garbage that happened; Without a lay organization to collect and document abuses – people are at the mercy of a hearsay argument as is the archdiocese. The less educated in the faith one’s parish is, the easier it is for a priest to shirk their duty.
I don’t think the CDF will get involved over one priest. (It’s a small problem compared to the ones they’re dealing with!). I know from personal experience that even asking a QUESTION about what is taught from the USCCB will simply receive a letter to the effect that one has to contact their own archdiocese. The fax numbers for the CDF can be found online if you insist on going that way; the last time I looked it up – they don’t even
have e-mail.
