What if the contraception is permanent such a vasectomy; does that mean they are in a permanent state of mortal sin? If forgiven, why do they get a free pass of lifelong contraception while a couple who uses non-permanent contraception commits a mortal sin each time?

No, but it is a mortal sin.

Please slow down before you say something is a mortal sin… It is grave matter but whether it is a mortal sin depends on other considerations.
