Copes and who can wear them?

Can Deacons wear copes? Extraordinary Form or Ordinary Form? I know a Priest could.
 
Deacons are permitted to do Benediction. The cope (with the humeral veil for the blessing with the monstrance) are the designated vestments for Benediction. Our deacon wears the cope and humeral veil when he does Benediction. He has also worn a cope, for an added degree of solemnity, when he has done a marriage convalidation ceremony.
 
So I assume they wear a stole underneath or not?
Yes, he would wear the stole underneath.

The deacon vest in either alb and stole or cassock, surplice and stole and then don the cope.

In addition to the times already mentioned, he could use the cope if he is presiding:

At a baptism
At a marriage
At a funeral liturgy
At a solemn celebration of the Liturgy of the Hours.
At a Sunday Celebration in the Absence of a Priest or a Communion Service
