Now that I think about it, back when I was in the Strategic Air Command, there was a kind of ‘first law’ of ICBM’s and other nuclear weapons systems. It might be stated as “I will do no harm without direct orders from a human being; and even if my systems fail, I will still be safe.” It was known as Fail Safe.
But *Dr. Strangelove * gave a bad name to fail safe, so it became known as “positive control,” which is not really as descriptive.
Still, if in the future, robots end up harming humans, I think it will be just marked down as an industrial accident or blamed on the human for not following the operating instructions.
