Cosmas and Damian

Yeesterday was the memorial for Sts Cosmas and Damian. There are twelve siants listed after the apostle in in the Eucharistic prayer 1. How did they get there. I thought at one time I was told they were the first twelve bishops of Rome after Peter.
 
Certain of the saints commemmorated in the Roman Canon were indeed early popes, but others were early Roman martyrs. Cosmas and Damian fall into the latter category.

Clarification: I believe all those popes were also martyrs, so the latter category is martyrs who were not popes.
 
The Byzantine calendar has three pairs of brothers named Cosmas and Damian: in Rome, in Antioch, and in Alexandria.

They are distinguished each with a different feast day and office.
