Heck, they can go all the way to the top - JPII was a secular Carmelite if I remember correctly no reason why an SFO couldn’t do the same.

If this person is otherwise qualified to be ordained a deacon, yes.

It is interesting to note that the first Franciscan to become a deacon was Saint Francis. (Yes, I know some of the earliest little brothers were priests who had previously received the diaconate, but one should never let technicalities spoil a good anecdote.)
