Councils contradict?

Baptism being one, and the Holy Spirit being one, there is also but one Church, founded upon (Peter the Apostle of old confessing) oneness by Christ our Lord. And for this reason, whatever is performed by them [i.e. the heretics] is reprobate, being as it is counterfeit and void. For nothing can be acceptable or desirable to God which is performed by them, whom the Lord in the Gospels calls His foes and enemies: “Whoever is not with me is against me, and whoever does not gather with me scatters” (Mt.12:30). And the blessed Apostle John, in keeping with the Lord’s commands, wrote in his epistle: “You have heard that the Antichrist is coming, and now many antichrists have appeared” (1 Jn. 2:18). Hence we know it is the last hour. They came out from among us, but they were not from among us. Therefore, we too ought to understand and consider that the enemies of the Lord, and the so-called antichrists, would not be able to gratify the Lord. And therefore, we who have the Lord with us, and -Canon 1, Synod of Carthage, as affirmed by the 6th Ecumencial Council

Yet Trent says ortherwise, any help?
 
CANON IV.-If any one saith, that the baptism which is even given by heretics in the name of the Father, and of the Son, and of the Holy Ghost, with the intention of doing what the Church doth, is not true baptism; let him be anathema.
Decree 1
 
Two synods, in 255 and 256, held under Cyprian, pronounced against the validity of heretical baptism, thus taking direct issue with Stephen, bishop of Rome, who promptly repudiated them, and separated himself from the African Church. A third synod, September 256, unanimously reaffirmed the position of the other two. Stephen’s pretensions to authority as “bishop of bishops” were sharply resented, and for some time the relations of the Roman and African Churches were severely strained.

Seems these synods didn’t have the support of the papacy…

Is this the section of the 6th ecumenical council you are referring to?
  1. As for heretics who are joining Orthodoxy and the portion of the saved, we accept them in accordance with the subjoined sequence and custom. Arians and Macedonians and Novations, who called themselves Cathari and
    Aristeri, and the Tessarakaidekatitae, or, at any rate, those called Tetradites and Apolinarists, we accept, when they give us certificates (called libelli); and when they anathematize every heresy that does not believe as the holy catholic and Apostolic Church of God believes, and are sealed, i. e., are anointed first with holy myron on the forehead and the eyes, and the nose and mouth, and the ears, while we are anointing them and sealing them we say, “A seal of a gift of Holy Spirit.” As concerning Paulianists who have afterwards taken refuge in the Catholic Church, a definition has been promulgated that they have to be rebaptized without fail. As for Eunomians, however, who baptize with a single immersion, and Montanists who are hereabouts called Phrygians and Sabellians, who hold the tenet Hyiopatoria (or modalistic monarchianism) and do other embarrassing things; and all other heresies — for there are many hereabouts, especially those hailing from the country of the Galatians — as for all of them who wish to join Orthodoxy, we accept them as Greeks. Accordingly, on the first day, we make them Christians; on the second day, catechumens; after this, on the third day we exorcise them by breathing three times into their faces and into their ears. And thus we catechize them, and make them stay for a long time in church and listen to the Scriptures, and then we baptize them. As for Manicheans, and valentinians and Marcionists, and those from similar heresies, they have to give us certificates (called libelli) and anathematize their heresy, the Nestorians, and Nestorius, and Eutyches and Dioscorus, and Severus, and the other exarchs of such heresies, and those who entertain their beliefs, and all the aforementioned heresies, and thus they are allowed to partake of holy Communion
 
If this is what you are referring to I think (I do find this quite hard to follow, lol) they are confirming “rebaptism” only for those heretical sects that don’t have “valid” baptisms in accordance with the orthodox Church. For example baptize in the name of the father and the son and the holy spirit as mentioned in Trent. Some of the heresy’s listed above do not seem to require it and some do. If, of course, I am reading it correctly.

I can find on reference to it in Constantinople IIII (680-681 A.D.) records. There is a canon XCV which lists some that must be rebaptized and others that can be received. So just like now, some baptisms were not valid.
