There are a variety of translations, yet they both have the same meaning.

The church teaches only the origional writings were inerrant, as we do not have these writings we cannot possibly tell if paul misquoted.

2) - it has a physical meaning too Jesus did go to Egypt so that the words of the prophet might be fulfilled

Hosea 11:1 and Matthew 2:15 is simply a parallel. The word “fulfill” simply means to complete.

Pauls’ hermeneutics in Romans is well within the framework of Jewish interpretations of his day.
