the priest cannot stay in country long enough to quarantine.
Then I wonder why he is allowed in at all? What is the point of a quarantine system if it can be sidestepped? Perhaps I am missing something.
 
I’m not sure what the rule is when entering the country, but for US interstate travel, I think the traveler has the option to take a covid test or quarantine. The test is not a sure thing, but it is allowed.

Thanks everyone for all the insight. It’s definitely a complex situation, and I learned my family reads Catholic Answers as much as I do 😆.

The US doesn’t have a mandatory quarantine for international travel. It is encouraged to do so, and there may be other requirements at the local level.
