The 3rd session of the 11th CPPCC, the country’s top political advisory body, opened in the Great Hall of the people in Beijing Wednesday afternoon. More than 2000 CPPCC National Committee members from across the country will discuss major issues concerning the nation’s development during the annual meeting scheduled to conclude on March 13. Hu Jintao, Li Changchun, Wu Bangguo, Wen Jiabao, Xi J(name removed by moderator)ing, Li Keqiang were present at the opening meeting. At present, the CPPCC consists of representatives of the CPC and non-Communist parties, people without party affiliations, and representatives of people’s organizations, ethnic groups and various social strata. The CPPCC has a national committee and laocal committees. With a functionaing term of 5 years, the committees hold annual plenary sessions. An NPC motion becomes legally binding when it is adopted; while a proposal to the CPPCC National committee is not legally binding, whether it is adopted or not.
The representatives propose many practical proposals which help the government deal the affairs.CPPCC plays an important role in China.
