Golly Gosh, you are right! And all these years I have not noticed… Getting slack in my old age.
 
I guess no one knows. It’s not really surprising given the lack of information on this rite currently out there. Maybe I’ll send an e-mail to sanctamissa and see if they know.
 
I’m guessing this is a mistake. Given the history of the Filioque, it would likely have been universally inserted in the Latin West at the latest after the decisions of the Second Council of Lyons. Plus, St. Ambrose himself taught the Filioque.

It has to be an error in redaction. I attended Mass in the Rito Ambrosiano Tradizionale once a few years ago, and I don’t recall the filioque being absent. That’s borne out by the lack of mention of its absence in this article from NLM giving a good amount of detail on the Ambrosian Rite.
 
Thank you for the responses. My original thought is that they lifted part of the text from one of the Western Rite Orthodox or Milanese Apostolic liturgies without realizing it.
