I’m not saying a person ought to always be in a cry room.
If it’s an occasional crying, sure, that’s fine-- the people who are annoyed should just deal with it. But if someone is throwing a fit, or crying quite a lot, just use the cry room.
I don’t really know the circumstances that the user was in, though I suppose I could have been more specific with him.
