In a lot of concrete cases it probably would. Someone suffering from clinical depression would not have their full wits about them and would therefore be less culpable.
It could. It might not. It all depends on the person, what sin they’re committing, what the circumstances are, and so on. Culpability is a subjective matter, and there are a lot of variables that could play into that determination.
