I have a question as the website for the catholic church in Norway is temporary down.

Is the mass readings from day to day universal?
Or are they decided by the bishops conference in each and every catholic country?

What should i do now, follow the EWTN calendar or is it some other universal calendar?
 
There is a universal calendar which gives the Mass readings for all the ferial days and universal feasts, the Bishops’ Conference in each area will add to it saints’ days particular to that country, ditto the diocese.

You could use something like Universalis, set to Europe. This would not give you readings for particular saints’ days observed only in Norway but would give you everything else, for example the feast of Saint Benedict on Monday which would not be a feast on EWTN because it’s only a memorial in the States.
