I think it works in the secular realm too. You don’t give money to the food bank (random example) because you personally made those people poor, but because you’re a person in a position to do something for others. This sort of penance is the same idea - you do it because you have something to offer and we live in a society with other people, not because you personally are the one responsible.

Wow, that really sounds saintly. Not.

Also, how do you know what Group B (the hierarchy) is doing for penance? They aren’t going to be announcing it, as it’s one of those things for God to see in secret.

C. S. Lewis in the 1940s wrote an excellent article, “Dangers of a National Repentance”, which is reprinted in his collection, “God in the Dock”. He predicted the kind of society America is in 2018, and the spiritual hazards some of us are yielding to. Of course others are responding appropriately, by all means prayer, fasting, and confession.
