I am familiar with many requirements of becoming a permanent deacon. What if a child was born out of wedlock prior to the person becoming a Catholic? Would this person still be able to become a Deacon if he was truthful about his past?

I believe they would be able to become a deacon. Unless someone is aware of a canonical impediment that I am not. Of course, it is always up to the Bishop, since it is he that will call the individual to ordination.
