Yes, by all means! Ordained deacons (whether permanent or transitional, whether married or not) could legitimately fulfill both the role of deacon and that of sub-deacon in the EF.
But it seems to me there are potential side issues since the deacon (whether permanent or transitional):
(a) may or may not be conversant with the EF. That, of course depends, on the quality of the liturgical formation. If he is not conversant but wants to be conversant, that’s wonderful. I might even offer to help teach him myself.
(b) may or may not be interested in serving at the EF in the first place. That, of course, depends on the personal disposition of the individual. Better to dispense with having a deacon rather than have one participate involuntarily.
