Personally I would not want someone with anger issues to target my family. I have seen it happen.
I would not, either, and would do everything to avoid it. Still, the children cannot be left without an advocate because others fear that one of their parents might retaliate. There gets to be a point where you have to go to bat for what is right, and take the chance that you will take grief upon yourself without rescuing the children.

As a foster parent we deal with that all the time. We have been accused of “beating and sexually abusing” foster children in our care by sexual abusers and drug users. The children were yanked from our home as even the most preposterous claim must be treated as legitimate. Basically the accusation is all they need to make you prove your innocence.

All it did was get their children moved from one foster home to the next - further hurting their children. They eventually got them back - for a while.

Parents of our current foster daughter followed my wife out of the court house and accosted her at her car. Now I attend all those meetings - for some reason they don’t do that anymore.🤷

CPS will want to know what you personally observed or heard (not what someone else told you they saw). Please ask whomever observed the child holding the dead mouse, etc to call themselves. If several different people call (even if others also call anonymously) it will help create a picture of what life is like for the children so an investigation can be done.
If they decide there is a threat of harm or that the children are in danger, they will try to locate a relative who will take some or all of the children while the parents learn how to appropriately care for their children and the children can be returned to the home.
When people are afraid to call to make a report, I ask them not to think about what trouble they are starting but rather what harm they are stopping.
