Death Penalty teaching dogmatic?

Has the church defined its teaching against the death penalty dogmatically, in the strictest sense of the word “dogmatically.” By “the strictest sense of the word ‘dogmatically,’” I mean has the teaching been defined by church council (or the pope speaking ex cathedra), anathematizing those who believe in the death penalty?

In the alternative:

If the church has not dogmatically defined its teaching on the death penalty, how is this teaching to be qualified from a doctrinal perspective? I realize that the popes and bishops have almost always taught against it.
