It’s a Jesuit devotion. It’s extremely popular - I know it’s my favorite. It’s a way of focusing on Christ’s love for us. As for a priest being involved… well, sure. But, you don’t have to have a priest involved. It can be a focus of your private prayer and devotion.
If this is the same thing as the “Enthronement of the Sacred Heart”, then a priest is necessary to bless the image of the Sacred Heart, but not for anything else. There’s is a part for him to play if he’s present, but the part can be done by the father or head of the household in the absence of a priest.
I was inducted into the Confraternity of the Sacred Heart in 1964. This is the devotion of St. Margaret Mary Alacoque which was fostered by the Brothers of the Sacred Heart:
