Deleting the Nicene Creed from Mass

I recently went to two masses, back-to-back weekends while vacationing and the priests both times deleted the Nicene Creed from the mass and then one actually replaced it with another prayer. Are they allowed to do this? This is the Los Angeles diocese.
 
In the novus ordo, the Nicene Creed may be replaced with the Apostles’ Creed. If it wasn’t a Sunday (i.e. a Friday or a non-vigil Saturday mass) and wasn’t of the appropriate rank of solemnity, the creed was not to be said.
 
It was said on a vigil mass and also Saturday night Mass. The Priest substituted his own prayer for the Nicene Creed
 
My territorial parish Mass does this when baptisms are performed during that time.

The Profession of Faith or the Creed is said/sung on Sundays and Solemnities, and solemn mass. It is the pronouncing of rule of faith in formula approved for liturgical use.

If the celebrant replaced it with another prayer which is not approved for liturgical use, then he has not observed this requirement.
 
Baptisms and possibly other ceremonies involving a profession of faith seem to supersede the recitation of the Creed, so that’s a possibility.
